Saugeen Shores plans to move to a one-time pet license fee instead of an annual requirement.

City staff say the current annual licensing system for dogs and cats takes up a significant amount of administrative time without much return on investment.

Staff say a one-time fee per pet payable within 10 days of receiving a new dog or cat is the best way to go.

They say the city has three levels for licenses: those before March 1 at a lower price, those after that date at a higher price and another fee for a microchipped animal. The staff says it takes time to make corrections, updates and updates, for example when an animal dies or its owners move.

They say that in 2022 there were 632 renewals, 155 new animals registered, and brought in about $18,000.
But the staff notes, they review lists and send invoices or notices three times a year. There is a cost to send reminders and invoices, and it also takes up staff time.

They say that to create an online system would cost more than the program.

According to staff, a one-time fee of $75 per animal removes much of the administrative burden, and makes it even easier for residents. Annual fees range from $18 to $30 each year.

It would mean about $7,500 in annual revenue for the city that could be spent on animal control and law enforcement rather than administrative costs.

Staff say current licensees will not have to pay the fee again.

During the discussion on October 23, Mayor Luke Charbonneau noted, while he did not oppose the proposal from staff, he questioned why the municipality had a license program for pets animals, adding that some municipalities have completely eliminated them.

At the Nov. 13 board meeting, the staff recommendation to move to a one-time license program was adopted by the board.

Before the new fee system enters into force, it must be passed when the new statute of Fees and Charges is passed with the new budget.
