The Outer Banks SPCA Pet of the Week is Fred.
Five-year-old Fred came to the SPCA as a stray after being abandoned at the local wildlife refuge. Fred has recently been dealing with heartworms and is described as the dumbest, dumbest kid. It’s guaranteed to make you smile!
