BETHLEHEM, Pa. – The Bethlehem City Council will vote Tuesday on a law that would ban the sale of dogs, cats and rabbits from “pet mills,” while allowing pet stores to work with organizations to rescue to find homes for animals.
The Board will actually meet twice. The 2023 board will end its service, and a new board with two new members will resume the second session.
Councilor Grace Crampsie Smith proposed the animal project to help ease the problem of unwanted animals being dumped in shelters and on the streets. It also deals with the conditions in some “puppy mills” where animals are bred for profit. In some cases, purchased animals have medical and behavioral problems that are not disclosed to buyers.
“A significant number of dogs and cats sold in pet stores come from large-scale commercial breeding facilities where the health and welfare of the animals is not properly ensured.” according to the billdue to a second reading and final vote on Tuesday.
Such bans have been supported by animal organizations elsewhere in Pennsylvania, and Bethlehem’s proposal would encourage rescue groups and retailers to work together: “Nothing in this Section shall be construed to prohibit a pet store from providing space to both an animal shelter and an animal rescue organization.”
The bill would not affect residents who purchase pets from outside the city. At this time, there are no shops selling dogs, cats or rabbits in Bethlehem.
The City Council voted in favor of the sales ban on December 19. The ordinance requires a second vote to become law.

The current council meeting will vote on the pet ordinance and other items, with an invocation by Rev. Andrew Gehringer of Holy Infancy Church.
When this meeting ends, it will be a “sine die” update, a Latin term meaning “no date” set for resumption because that council no longer exists.
After the next session, new members Bryan Callahan and Colleen Laird, along with incumbent Michael Colon, will be sworn in. Colon is the current board president.
The new seven-member board will elect a president and a vice president. This meeting ends with a blessing, again by Rev. Gehringer.
